JC Development, with its affiliated general contractor, JC Commercial Construction, Inc., has been at the forefront of crafting innovative multifamily, residential, retail, and land projects since 1992. Since 2011, we have expertly executed the business plan and construction of over 20 expansive multifamily communities throughout Florida.

At JC Construction & Development, we have the proven ability to establish a project development plan by producing feasibility studies, value designed budgets, and financial projections. Construction management, along with clear communication, coordination of efforts, and information sharing are critical to ensure that projects stay on schedule, within budget and meet quality standards. Project Pre-Development/Construction Services

  1. Project Plan Development, Feasibility and Design:
  • Define Project: Proposed location, building type and use.
  • Conceptual Design: Formulating the project within the constraints of regulatory planning, engineering, and environmental consideration.
  • Capital: Outline Proposed Capital Stack with the Associated Costs and Expected Returns.
  • Feasibility Study: Utilizing market studies, designs, budgets and proformas to determine the economic viability of the project.
  • Design Development: Bringing together owners, architects, engineers, and contractors to determine the most cost efficient and market effective design and structural.
  1. Permitting and Approvals:
  • Regulatory Compliance and Pull Permits: Coordinate plan submissions and revisions to receive approvals from local regulatory agencies in a timely manner. Pull permits and conduct regulatory pre-construction meetings.
  1. Construction Process:
  • Mobilization of equipment, materials, and crews
  • Site Preparation: Grading, Utilities, Foundation and Flatwork
  • Structural Framing, MEP Rough-In (Mechanical, Electrical, Plumbing)
  • Dry-In: Includes building wrap, windows, doors, insulation, and roofing.
  • Interior Finishes: Drywall, Painting, Cabinetry, Fixtures and Flooring
  • Mechanical, Electrical, Plumbing Finalization: light fixtures, electrical outlets, plumbing fixtures, HVAC equipment; and testing and commission of all operating equipment
  • Exterior Finish: Exterior Siding, Paint
  • Landscaping as required.
  • Final Inspections and Approvals. Oversight of all local authorities’ final inspections, electrical, plumbing, HVAC, fire and ultimately, final building inspection
  1. Handover to Owner and Management:
  • Punch List and Corrections: Compile a list and complete all remaining tasks, deficiencies, or touch-ups needed for the project’s completion.
  • Closeout Documentation: Provide the client with all necessary documentation, including as-built drawings and maintenance manuals.

Shontai Furguson

Construction Administrator

As construction administrator, shepherding hundreds of apartment units and their permits successfully through approval, inspections and close-out, Shontai monitors contracts, tracks documents, schedules work and materials. She is experienced and very effective in the expediting of plan approvals and permit processing. She is well-versed in navigating and ensuring adherence to local building codes, zoning regulations and safety standards.

Matthew McMenamin

Principal

Matt leverages his academic background in Business Management and Computer Science from the University of Wyoming to bring a technical perspective to the processes of real estate acquisitions and underwriting. Matt is also President of Powder River Properties, an Indianapolis based single-family acquisition company and Director of Finance for Gold Block Ventures, a Denver based institutional multifamily investment firm.

Frederick Goethals

Analyst / Acquisitions and Market Research

Frederick Goethals is a graduate from the University of North Florida, where he earned a degree in finance. Through his previous work at The Focus Group and internships at Marcus & Millichap and Amzak Capital Management, he has developed a strong foundation in real estate development, financial analysis and investment strategies.

At JC Construction & Development, Frederick is currently focused on evaluating prospective projects by optimizing NOI and conducting market research to ensure they align with the company’s goals.

Allen Shubat

Corporate Finance

Allen brings over 20 years of experience serving as a Controller and Corporate Finance Liaison for development firms with national and international operations. His expertise spans business development, resource procurement, and management within the real estate development sector. Allen has held key roles at Fairfield Multifamily and Landgrant Retail Development Companies, overseeing financial reporting and operations.

Additionally, he has compiled audited financial statements in collaboration with leading Big-4 accounting firms.

Mark Goethals

President and Founder
Development & Project Management

Mark received his finance and economics degree from the Indiana University Kelley School of Business in 1987. As the founder and CEO of JC Construction and Development, Mark Goethals has been a general partner on more than 20 multifamily developments in Florida comprising of over 4,000 units since 2011. As a working partner, he is consistently in the field overseeing implementation of the business plan and construction efficiency.

Mark has extensive, national level expertise in real estate financial analysis and project viability. He collaborates with brokers and financial groups to ensure the direction of his development and construction projects. From plan development, permit processing, to dealing with on-the-ground operations and, Mark personally sees projects through to completion and is always accessible to partners and clients.

Getting his start with the Radnor Corporation, the real estate equity investment division of Sun Oil Co (Sunoco), Mark worked as the financial analyst executive as part of a joint venture team. He participated in the acquisition, planning, development, and asset management of more than 40 regional-sized commercial buildings, retail centers and residential development projects.

During the real estate downturn in 1991, Radnor took direct ownership of many projects throughout the country. Mark transitioned from financial oversight to becoming Project Manager and a licensed contractor for a large residential and land portfolio. This included a 2,000-unit land development and ground-up of four single-family and one townhome communities in Southern California. In 1996, after successful completion of its California portfolio, Mark went out on his own as a real estate developer and contractor. Mark partnered with the Focus Group in 2011, working on 27 heavy-lift multifamily communities with more than 6,500 units.
